What does the odst legendary ending mean

It doesn't point much to a future conflict as much as it does the end of one. Many people speculate that this ending goes hand in hand with Halo 3's Legendary ending, that his ship landed on Reach, but as you can tell it is fully built and completely operational unlike the Chief's unoperational half frigate.
